I don't think there is a "normal" amount of time before telling someone you love them.  I began loving my now husband before I met him in person and then was 100% in love the moment our eyes met for the first time...  November 27, 2014.  We both began saying "love you" pretty quickly...  maybe a week or two after we met face to face.  I do not really remember when we started saying "I love you" too each other.  But I can recall the exact moment he said he was "in love" with me...  June 30, 2016...  I was driving to work and on the phone with him.  I almost drove off the road!

With my relationship that I am I was the first one to say it. It was within 2 days being together I said I love u. It's more of a gut instinct and your own intuition when it is right to say it.
