Tethering dog

Hey y’all I have a 2 year old Australian shepherd border collie mix. I have been noticing that he’s been liking to be outside more. We don’t have a fence so I can’t let him stay out for too long in case he sees a rabbit or the neighbors dog and decides to run off. I want to try tethering him first before I go out and spend a couple hundred on an electric fence. I just want to be able to let him stay outside sometimes but he will sleep inside and will be kept inside if it’s too hot, too cold (not usually an issue where I live), or if the weather gets bad. What supplies would I need? I do believe it is a law for him to have shelter where I live so I will be getting him a dog house.
