If you aren't already, I recommend peeing in a cup and dipping your tests. This way you don't have to worry about peeing all over the test and your hands.
Id take the box and your receipt back to target and tell them the test was broken and ask for your money back. This isn't super common but it happens. Don't feel obligated to spend ten bucks on a "name brand" test. I recommend pregmate strips on Amazon. You can get them in bulk for super cheap.

You have to pee on it for the control line to develop. If you have already peed/dipped it and there’s still no control line then it is faulty.
