There is never a wrong time to say I️ love you. My fiancé and I️ went on our first date on a Wednesday and then that Friday he said I️ love you. It was mutual. Love at first sight type of love. 
Do it when it feels right and natural. And just because someone says it to you doesn’t mean you have to say it back if you don’t mean it. 💗

Update: I mean after ONLY five months of dating. Because I've heard that a lot of ppl are not ready to say I love you back by that point
