Is it normal to feel like you want the next step with your partner ?

We’ve been together for 4 years next month and there’s nothing I want more than to marry him. He wants the same but said it’s ‘just hard’ when I last brought it up and now I’m afraid. We’re both in our early 20’s by the way

He’s not acting distant and in fact the opposite.

I can’t help but feel sad every time I see anything engagement or wedding related.

Is this normal ?
