Small house and 2 kids

So I need some tips here. Me and my husband live in a small 2 bedroom town house with our 2 kids. Our son is 8 and our daughter is 1, I was really hoping to move into a bigger house but my husband has no interest in moving so now I need to figure out how we are going to have it so that both of my kids can have their own bedrooms. Our daughter is in our room at the moment but she’s going to need her own bedroom soon. Our basement is also undeveloped so we can’t put a room down there, it’s also unsafe to have a bedroom down there as the window is too small to get out of if there ever were a fire. I’m at a loss on what to do. I wish my husband wanted to move and I have no idea why he is so against it. Any other families on here living in super small spaces. How do you do it?
