Dog keeps choking himself.

I’m sure many of you have seen my post about how I’m watching my neighbors dog since he’s going through a nasty divorce.

The dog is not house broken and doesn’t listen at all. So yes, he is a strictly outside dog that must be chained because he will run away and I live next to a VERY busy highway. To add more detail, he is an outside dog by my neighbors choice. I have a fully fenced yard, but he easily clears my fence so I can’t leave him in my yard without the chain. I do go out and give him fresh food and water twice a day, he has shade and his dog house. When it gets too hot we go out and will let him play in the sprinklers. I do put him on an extra long chain and play fetch with him every night for about 30 minutes and then I take him and my dog on an hour walk. He gets lots of attention and love at my house.

He isn’t trained in the slightest though and is absolutely AWFUL on a leash. Any advise for what will work best to walk him on? A harness? A prong collar? With his regular collar he just chokes himself the entire walk. I don’t want him to keep hurting himself. Sadly he also isn’t neutered, but my neighbor would rather pay for a new boat instead of pay to fix his dog and I can’t do it because it’s not my dog.

*ADDED*

😂😂 I am not scared of the dog and never said I was. I pulled him away from me so that he wouldn’t wrap his chain around me a second time. You think I’d spend time with him if I was scared of him? It’s been a nice 60 degrees where we live so it’s definitely not too hot, but he does have a fur coat. Let’s see you bring a completely untrained dog into your house that constantly bugs your dog, chases your cats, pees and shits everywhere, and tears up the carpet and everything. He’s never been inside. That’s his owners choice.
