If someone has served their time but is considered high risk to reoffend should they be released? (TW- sexual assault)
The police in my city has issued a warning about a man who's recently been released from prison and is considered 'high risk to reoffend'
In 2011, he was convicted of sexual assault with a weapon, forcible confinement, sexual assault causing bodily harm, and kidnapping (he kidnapped 2 women at knife point and raped them)
In 2016 he was released on parole but broke parole in 2018 and went back to prison.
He's under strict rules:
Cannot be in our university district (the women he assaulted were university students we have 2 major universities in our city)
Curfew 10pm-6am
Needs to report female friendships or attempts at friendship to parole officer
No drugs/alcohol
Cannot acquire or posses porn or sexually explicit materials
Cannot use online dating apps without parole officers written consent
Must reside at a specific place approved by Correctional Service of Canada
I understand he's done his time and they've put strict restrictions on him. There's not much they can do. They've put out his photo and issued a public safety warning. But it feels like just a matter of time before he does it again.
Should you need to prove you're no longer a threat before being released? I realize people can trick others so it's not fail proof. Or should you automatically get another chance once time is served?
