Progesterone Levels and ovulation day

I got my progesterone levels tested on Day 21 and they were a 40 which my doctor said was great! So what day did I ovulate?I had 2 opk surges and my cover line didn’t come up until CD 18 but since my progesterone was so high on CD 21 did I really ovulate during that first surge and ovulation date would have been CD 13? Trying to determine when I need to start testing.
