Choking on water?

Is this normal? My little one has no problem with milk but water almost every time he coughs and sputters. He’s been drinking it since 6 months old I don’t get it

Ellie chokes on water when I give it to her in a regular cup, but she's really good with these cups! The water doesn't come out so easily and fast.
