I would say it kind if is, looking at the popularity of the name where I live. I personally know two Nora's: one is one of my friend's 5 year old daughter, and one is my cousin' daughter best friend from school.
And of course I know a lot more Eleanora's that go by Nora, but I guess you were asking about the full given name being Nora right?😅

A friends 3 y/o is called Norah but aside from her haven’t heard it.

I’m 29. I’ve worked at several schools, elementary-high school. I’ve never had a student named Nora and I’ve never met one. It’s one of my favorite girls names! 💕
