Dressing up for Halloween, is it racist?

Recently I saw a video of a group of people, one white, one Asian, and two black (just for context btw) who stated that parents should not allow their children to dress up as a different culture.

For example: a white child can’t dress up as Moana because she doesn’t know enough about her culture and background, so when a parent allows their child to dress up as a different culture, the child comes off as offensive. Same thing with Pocahontas and Mulan.

A child (regardless of their skin color) should be able to dress up as their favorite characters for Halloween without being ridiculed by people who make every little thing about race and culture.
