Why would a credit card not go through, if there is space on it?

Hubs is going to call the company tomorrow, but it's Thanksgiving today so they're closed lol so just curious if anyone's had this happen. 
This is the second time a payment hasn't gone through when his card has plenty of space on it. A few months ago we got notice from our car insurance a payment didn't go through and now we got notice of the same from our house insurance.  His card wasn't even close to its limit so it's really weird it didn't go through. Any ideas?

Suspicion of fraud? Did you get an email or text from the card company? Has happened to me before but I would get a text asking to confirm the charge and try again.

Sometimes your credit card company has a limit to a number of transactions you can do in a day, or an amount of money that can come out per day, you may want to definitely check with the company. Even if there’s extra money, sometimes it’s your banking rules that the reason that it happens. Sometimes there’s a $500 limit per day or sometimes you put the wrong pin number in or something like that when you try and make a purchase, or you’re making a purchase from a different state even though it’s right over the bridge or one purchase locally and then another 30 miles away it thinks it’s fraud. I will often get notifications from Bank of America if I make purchases in different parts of my state or in the next state and asked me to review my transactions before it allows it to go in or I try and use my ATM card to get money out in a different state than my owner or whatever it may be or if I haven’t use my card in a while and all the sudden there’s a whole bunch of transactions it’s just for fraud prevention usually or you may want to check with the banking daily rules are.

I get fraud alerts all the time. I just call the number and tell them it’s fine and they let me make my purchase. Or some companies don’t let you buy more if your payment is overdue. Or if the chip is broken and they had to swipe it that can cause a problem. It’s annoying, but like I said, I call and then can make my purchase less than 5 minutes later, or I just use a different card for that purchase.

Has he pumped gas recently or made any purchases where the store holds extra funds until the payment is processed? Did he max out the limit for purchases per day? He will have to call the bank and find out what the issue is. The company trying to take payment may have the card number/expiration date/cvv number wrong. There are quite a few reasons why they wouldn't be able to take the payment

It’s happened to me before for a couple of different reasons:
1. Was trying to use my card at a gas station that has apparently been reported for a lot of stolen credit cards so my bank put a freeze until I called
2. The online purchase I was trying to make was from a company based in a country outside of my own 
3. I had made several big purchases that was not usually activity for me so they put a hold on it
4. One of my cards is from a small, private bank and some purchases don’t processes it because they don’t recognize it
All was fixed with a call!
