Your highlights may be a little too dark to tone with shampoo. I’d recommend maybe going another round of bleach on the highlights. The lighter they get, the easier to tone. 
Since your highlights are brassy, they’re more orange. So you’re going to need a blue shampoo. 
It’s the color wheel, purple cancels yellow. Blue cancels orange. 
I recommend the Redken Color Extend Brownlights. It’s a blue shampoo that’s super nice. It’ll probably be like 20-30 bucks but you can find it at ulta.

Paul Mitchell! Apply it to your dry hair and leave it on for 20-40 mins then wash. I just did this and it works great.
