Scarf for toddler?

It seems like a bad idea putting a scarf on a toddler for obvious reasons but I’m wondering if there’s a safer alternative now the weather is turning? We already have hats and gloves but I’m not sure zipping his coat up will be enough when it gets really cold. He’s 15.5 months incase that makes a difference.

H&m do a little polar neck without sleeves for toddlers , it's just like a ribbed snood with a front and back panel , I've got my little boy one of these and it's great!

My daughter has worn a snood in the winter Since she was about 1. They sell them in a variety of colours from H&M (£3.99 I think). She has a pink and a cream one.

I didn't like the idea of a scarf for my daughter, instead I got her a hat with flaps that tie under her chin I don't usually tie them but they tuck nicely into her coat to keep her neck warm.
