It’s fairly popular in the US. Inside the top 30. 
I would say don’t choose it if you’re hoping for an uncommon name. But if you’re just wanting to avoid several kids in her class with the same name, then it’s not a problem. 
Because names are more diverse nowadays than they used to be, even though Nora is in the top 30, it’s only the name of about 3 in 1000 baby girls. So it’s not crazy common.

Ugh Nora was my great grandmothers name and I've had it picked out since I was a young teenager. My husband and I are going on 5 years ttc and I cant tell you how many times I've heard someone in my town naming their daughter Nora 😭 I dont own the name obviously, but I have this strong sentimental attachment to it and with each Nora that's born that I know of it stings just a little. Its such a timeless, sweet and subtle yet breath taking name to me! 😍 I've thought about Eleanor and having her go by Nora too. I just always come back to it.

For young kids yes. Especially because there are a ton of Eleanors also go by Nora (in addition to the stand alone Nora and Norah)

Nora is getting up there. I bet It will be in the top 10, in the next 5+ years. No it’s not common in high school ages, but it will be in that age group, in ten years or so. I know quite a few Noras who are 4 years old and under.
