How do I get my money back?

i put 120 something dollars on my PayPal account so I can try to save. PayPal is holding my money. I got an email saying that the money I sent to that email is not recognized by PayPal so I went through PayPal and made an account with that same email. I have tried to get through to customer service on the phone for the past two weeks now and it's not let me get you a human it's just the automated system. Does anybody know how in the world I can get through to a customer service so I can get my money?
