Is Kamala Harris considered black?

Question

Yes I know she is half Indian and half Jamaican. 
My friend is making an argument that because she’s half Jamaican she is not black and because her ancestors did not come on a slave ship from Africa to jamaica she can’t be considered black. 
But I thought Jamaicans did come on the Atlantic slave trade ships..... 
I’m not trying to be racist because I’m brown. I’m Indian like Kamalas other side. But I’m wondering what kind of logic this is?

CLAIM: Kamala Harris is not Black because she is of Indian and Jamaican descent.
AP’S ASSESSMENT: False. Presumptive Democratic vice presidential nominee Kamala Harris identifies as both Indian American and Black.
The California senator’s mother was born in India and her father was born in Jamaica.
The census category for Black or African American, “includes all individuals who identify with one or more nationalities or ethnic groups originating in any of the black racial groups of Africa. Examples of these groups include, but are not limited to, African American, Jamaican, Haitian, Nigerian, Ethiopian, and Somali. The category also includes groups such as Ghanaian, South African, Barbadian, Kenyan, Liberian, and Bahamian.”
The census invites Americans to mark more than one box when declaring race, and more than nine million Americans identify with more than one race, according to U.S. Census Bureau data.
Yet posts on social media have falsely claimed Harris is not Black. 
This is part of The Associated Press’ ongoing effort to fact-check misinformation that is shared widely online, including work with Facebook to identify and reduce the circulation of false stories on the platform.

She identifies as black, she went to a historically black university and was part of a black sorority. The color of her skin alone means that she has experienced the same prejudices that are a part of being black in the US. She has spoken publically in debates about her experiences being a young black girl who took part in bussing black children into white schools. 
I also think it's really important to remember the whole debate surrounding whether someone is black or not stems from the Jim Crow era, when anyone with black ancestry were considered black even if the majority of their ancestry was European. One black ancestor was enough for someone to be relegated to second class citizenry. Which is also why this debate (not this one in particular, on Glow, just in general) is pretty gross. If one identifies as black and if they have the experiences of a black person, then they are whatever they say they are.
