Question about HCG & Chemical Pregnancy

I had a chemical last month, went from 28HCG to 11HCG overnight and the bleeding/cramping & negative tests.

This month I am pregnant, had eye squint on 10, faint lines on 11, tad darker line on 13 got digital positive as well as my doctor confirmed with urine test. Than I had faint lines on 14 & 15 went to ER for left side pelvic pain last night, was told urine is negative and blood HCG is 13.9, they don’t know if it is an early pregnancy or start of a chemical. I go home and prepare to bleed & cramp like last month but it hasn’t come. Next day I look two pregnancy tests, a line and a digital both positive. Still no bleeding or cramping. Is this possible? With a level of 13.9, wouldn’t my tests be negative?
