Dry baby scalp

I tried soaking in baby oil and bushing/coming the flakes before washing and it looked like this again the next day. Suggestions on what to do to help with her dry scalp? I use baby aveeno to wash once to twice a week. Something fragrance free because she has sensitive skin.
