I’m not 100% sure, but it may be a Cherry Angioma. I got one on my arm with my first pregnancy around 21w and had it removed/burned off by a dermatologist postpartum. Mine did not have irritation, but I looked up that some may have irritation so it’s a possibility?

Looks like an irritated mole. If it just showed up I’d ask your doctor.
