Anyone find winter boots?

We need some winter boots, affordable ($30 or below), size 3.5 or 4

The only shoes I have for my LO is a pair of stride rite tennis shoes. All of the other shoes we have are more for “show” and not functionality. I’d like to get a pair of boots for Christmas, but I can’t find anything that has grip to the bottom of the shoe! Everything I find is more like a bootie/ just fabric. We need something sturdy if she was walking on a wet sidewalk or something like that.
