Vaccines and viruses are a science we know a lot about. The covid vaccine was already created just days after the first person in the US died from the coronavirus. We've been trialing it ever since. It's not the creation of the vaccine that's complicated, it's the reactions to individuals that we need more proof and evidence before the FDA will even consider approving it. So I guess to answer your very interesting question is no... Not it's not.

Not really. Scientists have been working for a long time on a vaccine for other coronaviruses, but it wasn’t super duper urgent since this particular coronavirus wasn’t around killing so many people. There was already a nice base to build from to get this vaccine developed quickly when the need arose.
