Is there anything I can do about a neighbors dog who will not stop barking?

I live in a suburban neighborhood. My backyard overlooks a very large lake that’s surrounded by other houses, everything echoes. 
My neighbors directly next to me have a very large German Shepherd. I love dogs - have one myself, but my dog doesn’t bark. 
This dog of theirs barks ALL THE TIME. Their backyard is right by our master bedroom so it wakes up my husband on night shift trying to sleep during the day, and wakes me up at 1 AM, 4 AM. I’m about to have our next baby who will be in our room the first few months and I already am dreading the dog waking her up. 
I have tried talking to them - they told me they are working on it. But they haven’t. A few times they’ve screamed bloody murder at their dogs to shut up, but mainly they just leave it out 90% of the day to bark. He will bark at the wind blowing, anything. It’s driving me insane.
What would you suggest?

You can probably call the cops for it violating noise restrictions if you have any in your area. The cops can’t do much about it though. I’ve seen devices you can buy that will make a dog whistle noise that only the dog can hear every time it barks that you would put in your yard.

Check for noise ordinances. If they're leaving the dogs outside all the time, check for ordinances for that too - in our state, you can't just leave dogs outside in a yard unless they're working dogs with a purpose. Normally, I wouldn't call on that basis, but it doesn't sound like your neighbors really give a crap what their dogs are doing.

On chewy.com you can buy an ultrasonic bark control deterrent. It’s about 27.99 as an option. Just set it up outside.
Or one from pet smart it’s a free spirit indoor/outdoor Carl control system it’s 39.99 
I would honestly buy either and see if it helps. I’m certain the dogs don’t just get on your nerves.

But seriously, every time I let my dog outside he barks constantly. I feel so damn bad for our neighbours I’m always trying to shut him up or just bring him in right away. I know in my area there’s nothing anyone can do unless it’s after 9pm or before 7am. You’d have to check your by-laws I believe.

Well you can call the cops had report her for a noisy complain. If the dog is barking at not she can get tickets after so many complain.  the dog barking is not a natural noise. Where I live there can't be any noise that is not natural after 10pm to 10am

Report them to the city if you have rules against noise. My city has rules for neighbors from certain hours of the day and longevity of the noise. I think they can get fined but I’m not sure you’d have to check with your city.

Ugh, I empathize. 
You can call local law enforcement for a noise disturbance. You have to call and call and call for anything to eventually happen with that, though. It’s frustrating.
Do your other neighbors have the same frustration? Maybe you can all get together and address it with the neighbors.
