Your scalp looks very angry and red. I wouldn’t recommend doing anything else to your hair for at least a week. It will require a bleach bath to remover the toner and hopefully that will also tone down the orange in your hair

Toning shampoos aren’t strong enough for your roots and will only dull out your ends too much. I agree with waiting to let your scalp calm down, maybe apply some argon oil and let it sit. After, I’d suggest getting a high lift color at Sally’s, something with a cool shade, the sales clerks can help you pick. Use it only on tryout roots with 20vol, checking the color often and rinsing once you’ve adequately neutralized the warmth.

Weird question, but do you have your period? Hormones during your period can prevent hair color from adjusting correctly.
