Birthday Drive-By Parade vs Small Party for 2-Year-Old?

My daughter will be 2 in early February. We have a big family and lots of little cousins she loves to play with and spend time with. I feel awful depriving her of the chance to see them, even for just a few minutes to see one another, say hello, and blow a kiss, but I also feel guilty asking people to drive by with a gift (and not be able to at least feed them!). We planned to just have grandparents and our siblings come inside (10 people including us) for snacks and cupcakes either after the parade, or in place of a parade. My sister-in-law did this for my nephew and I totally loved coming to surprise him, and didn't feel like it was a gift grab, but I'm an anxious weirdo and always feel like it's wrong whenever I try to do something. Also could maybe prepare a cupcake to go so when they drop off a gift I have a goodie bag for her cousins and some individually wrapped cookies or cupcakes to give family members right away? Any comments, thoughts, or suggestions are also appreciated. Thank you!!
