How do you deal with dark circles/eye bags?

Mine have been awful for as long as I can remember. I know a better diet and constant water helps. I've tried Rodan and Fields Multifunction Eye Cream, and their Active Hydration for eyes but I'm having no luck.

My complexion is so fair that my eye bags are literally purple 😭 I also have wrinkles under my eyes and I've always thought it was because of the size of my eyes. I can never get my makeup right to hide them (I know zero makeup techniques)

Any suggestions for dark circles and/or fine lines under the eye would be appreciated! ❤
