Dry, itchy, and irritated skin help!

Please recommend your favorite products for dry, itchy, and irritated skin. My face and body suffers during the winter lol. I’m currently using Eucerin for my body, but it doesn’t seem to be helping. A few hours in the cold weather and it’s dry and itchy again. I just started trying Cetaphil cleanser and scrub, but it seems to be doing more harm than good. For a moisturizer I’m using Garnier. That helps a little, but I feel it could be better. I know these are drugstore brands, but I’m willing to pay a little more if it means good skin care. I’m thinking about making an appointment with a dermatologist eventually. Thanks!
