Those are definitely hives. It could be a reaction if she had a previous vaccination and did not eat anything new. My son has food allergies and his started on his face and wherever the food touched his skin. He also had hives after several vaccinations, which would appear in random spots on his body. I would give the benadryl and start keeping a food diary. Skip the pediatrician and go right for the allergist, trust me, it will save you a lot of time and give you more accurate info.
