Dog acting weird

Hi everyone this is my dog jazzy , she has just came off heat and I’m wondering if anyone can tell me what she is doing with her tail , she’s looking at me strangely she won’t relax and keeps doing this with her tail it goes up and bends to the side ,

I don’t understand it .. also she following me everywhere like she needs to tell me something
