EDIT: EMT/paramedic question

Someone I love was taken in an ambulance after EMTs had to administer narcan. The person says they shouldn’t have administered it, that he didn’t need it, and that because of his history with drug addiction this is the reason it was administered. He claims he was just drunk and passed out and that he didn’t need it.

My question is, what is the deciding factor for an EMT to administer narcan? Is it the person’s medical history?

I’m assuming he’s lying, and I apologize if I sound dumb here. I’m not very informed on these types of issues/terms.
