Now she has changed her mind and my boyfriend is truely but hurt, and says I cheated. He says he should get to cheat on me but with another girl. Do you think I cheated and he should get to fuck another girl?

If he told you or allowed you to sleep with another person to initiate sex for all of you, then no its not cheating. If she would have agreed to the three some and went ahead and done it, I guaranteed you he wouldn’t of said you cheated. He’s only saying that because he didn’t get what he wanted. He knew the consequences of letting you step outside the relationship to attempt to persuade someone to step in. 
Now if he didn’t agree or tell you that you could step outside the relationship and you took it upon yourself to try and get that threesome to work by sleeping with someone, then yes you cheated, even if it would have worked out and she slept with both of y’all and he was happy with it, you still cheated to get to that point.
