Safe way to deal with daughter’s hair?

My daughter is 22 months old and her hair is out of control. She takes out all her clips and bows. I can’t put it in a ponytail because she takes out the little rubber band. It’s fine when I’m right next to her, but I don’t want her taking out the rubber band and eating it or something if I turn my head. 
What do you do to control your toddler’s hair?

Cut it short and give her bangs to keep it out of her face. It will grow back and by the time it does, she will be better about not taking out the elastics and clips. Make sure the elastics and clips aren’t pulling her hair too tight because if they bother her, she will take it out.

My niece was like this. She would only thing tolerate headbands. My SIL cut it chin length and gave her bangs. She outgrew around 4/5.
