During your period is the cervix typically lower?

I've only had protected sex with a condom and my pill but haven't had my period yet. A surgery over the new year messed me up bc I bled badly for a week after and the period following was light. Bc my period is late I decided to check my cervix today and it seems very low. I had white discharge (which I've had in the past) that was stretchy when I went to the bathroom and when I checked my cervix there was a little blood. I'm super confused.
