Is it irresponsible to have outside cats?

So I’ve seen some controversy around having outdoor cats that stay outdoors and run around the property. Some people think it’s irresponsible and people who have outdoor cats shouldn’t be allowed to have cats at all. Some people think as long as their taken care of with food, water, shots, and fixed that they are fine, cats are animals and are meant to be outside and not locked inside. What’s your opinion?
