Was Ted Cruz wrong?

Ted Cruz is facing backlash after he and his family headed to Cancun while Texans are dealing with the aftermath of the winter storm. I believe he returned the day after he left. He says he was planning on working virtually while he was gone. I’ve seen people saying he’s wrong for vacationing during this time because all his efforts should be focused on helping Texas, and others saying there’s no point in him being in Texas and using resources so he might as well working remotely.
