10 month old crying uncontrollably

My some is a little over 10 months. He is typically a very happy baby with the normal whining when not getting his way at times. The past 3 days he has been so clingy he screams if I set him down. And the past 2 evenings he has bouts of crying where he can’t catch his breath for 45 minutes or more at a time. He also has been waking frequently at night when he normally sleeps through the night. Could it be teething? He has 4 teeth and did not act this way when they came it. He’s also drooling and has a runny nose. I’m worried to not act fast enough if it could be something more serious
