Newborn congestion?

My sweet newborn is 3 weeks old. She’s had some congestion off and on. Mostly some white colored boogers. However, the past two days, her eye has had some yellowish gunk and last night she got congested and I sucked out some white and then green boogers from her nose with the bulb syringe. I thought she just had a clogged tear duct at first.

Is this normal? I can’t imagine she has a cold or something because we haven’t left the house or had guests since she came home. Could she be allergic to the cat? 🤔
