How do your children listen to you and behave how do you parent

If you were going to cook the child a meal and the child wanted to start throwing pillows to get your attention or jumping and running in the house are rules and you said no but they are doing it to get attention like your washing the dishes and the child yells hey mom look at this!

Also how do you deal with a child breaking toys both purpose and accident. To me when I see a broken toy it bothers me because I could have donated the toy instead its broken.

The child will grab things could be anything let's say a credit card and I say put it back or put it down and the child says okay if you come here I'll give it back or runs and drops loses the credit card. So when I give direct orders like come here or stop don't grab that don't touch that etc. The child has a tough time following through.
