Recommendations for UNRELENTING baby eczema?

It’s on her cheeks, chin, & chest. I do all the things you’re supposed to do- keep clean & dry, no fragrances, moisturize like crazy, etc. 
I’ve used aquaphor, Aveeno baby, 2 types of Vaseline, triple antibiotic ointment, eucerin, and a lotion for super chapped skin. 
The eczema will subside & then come roaring back, & it’s soooo itchy. She’ll scratch herself to bleeding sometimes. 
I’ve reach a point where I’m not really sure what to do for my poor girl 🥺

Have you tried cortozone cream?  My son's triggers are his dogs licking him, fleece(everything must be cotton), his rug, scented stuff, pink mold in his garbage poop can, dry air.  I've tried everything where people look at me crazy.  My in laws still buy him fleece stuff all the time and I'm like nope not wearing that. 
I feel like it's 80% better then it was when he was a baby.  He's almost 2.  As far as products I use vasaline before nap and bed although lately he wants me to put it on in the morning, adveno baby eczema after a bath,  I use a bar of sensitive dove soap in his bath and that's it,  all free and clear for everyone.
Lots of creams didn't work for us.  Lalolin was the worst and is in so much stuff including aquafur. 
My son also has a egg peanut allergy and probably dog.

With it being that bad I would think it’s due to a food allergy/intolerance. Log what baby eats and see when it flares up. 
If baby is strictly formula try a different formula. If strictly breast fed,  log everything you’re eating and keep track of flare ups

Make sure it's actually eczema and not something called chicken skin cuz both of them look very much alike. My daughter has chicken skin and it's very itchy and it's little white bumps but the eczema stuff does not work on it you have to get extra moisture lotion

I’d try and figure out a trigger. We went to a specialist and he told us to soak her in the tub for 15-20 minutes nightly followed by ointment immediately after bath. It helped so much. You need to trap moisture in. This is how we soaked her. She was about 6/7 months. Her eczema was in her back and she had a horrible breakout on her neck. It is hard to soak the neck so this is what we came up with. We would pour the water over the wash cloth to keep it wet.

We just started using Tubby Tod all over ointment & it’s been a game changer. You might need to get into the Dr. for a hydrocortisone prescription to get it under control if it’s really bad, then hopefully you can find something that will work for the day to day moving forward. 
Any idea on what’s causing it? Any possible food allergies? Might try some elimination diets.

I agree with finding a trigger! I was this baby for my parents and they found that the detergent they were using gave me my flare ups. Otherwise I’ve dealt with eczema my whole life and it sounds like you’re doing everything I would do. There is a great company called Green Goo and I would get the skin one. It has helped my eczema like crazy.
