I don't feel the burn.

I've been exercising at home for about a year or two. I'm a SAHM & don't use any equipment besides a resistance band, also use my 2 year old son as a weight. Lately I haven't been feeling the burn on my bottom like I want. I just feel the burn in my upper thighs. I try to adjust my workout to try & feel a burn in my bottom but I just don't? Is it normal to just feel it in your upper thighs or am I just doing things wrong? Definitely feel like my thighs have gotten bigger from working out but I'm wanting my bum to get bigger..
