How to seduce your man?

So I've been with my boyfriend for 2 years, our age gap is 7 years (I'm 23 now) and whilst I am a quite shy person who's only had 1 other boyfriend before (and it was a long distance relationship thus not a lot of sex) he's way more experienced than me.

I also struggle quite a lot with confidence, mostly because my boobs are pretty much non- existing so I don't feel sexy at all, so he's usually the one starting things off. He said he's getting quite bored of being the one starting things all the time so he's said we're not doing anything unless I'm the one starting it. Don't get me wrong, he loves me very much, it's just that when it comes to sex we're stuck.

I've honestly thought a million times about starting it, but I just can't! I'm just not confident at all so I can't find a way to start things
