My partner goes soft right before he finishes...

Is this normal?? He starts off hard, we get to business, then right as he’s about to finish he goes soft THEN ejaculates. So the sperm isn’t really getting where it needs to, as he slips out at the very last second.. he never seems to stay hard while ejaculating.
