I’ve been tested before and my bf says he’s clean because he’s never had sex before. But I was wondering if it’s possible to get HIV from giving a bj with a small cut on my finger or in my mouth?

Yes. You can get HIV from oral sex even without having a cut. The person must of course have HIV in order to give it to you though.

If he's ever had a bj before he could have it. He should get tested for his health and yours regardless of what kind of sex he's had
