Ovulation after depo shot

I was on depo for about 3 years until December when we decided we wanted to TTC eventually. I stopped the shot and was put on a 28 day cycle pill to help prevent pregnancy until we wanted to start trying and in February I decided to stop the pill from the side effects and start ovulation testing to see what my cycle is naturally and everything and I had the normal withdrawal bleed 4 days after stopping the pill and then 23 days later I had what I would assume was a period and now I am on CD14 going into the next cycle which would be my 3rd bleed since stopping but so far, every single ovulation test has been negative/low. I have seen many things online about not getting a period for a while but unless it changes it seems like I’m not incredibly irregular and am already getting a monthly period which would point to everything being okay but I don’t know why the ovulation tests are negative constantly? Am I not able to ovulate? It’s all incredibly frustrating because the only advice I can find is if you don’t get a period after stopping it in a few months but nothing on having a period but having constant negative ovulation tests? I am testing twice a day too just incase it picks up or whatever so I don’t miss it but even with a period so far its disappointing
