Hey everyone! 
I’ve been seeing this guy for 9 months now and he will not commit. Which is fine! He says I’m special, and he cares about me a lot, he says he’s just not ready to settle down and be in a relationship. My question for all of you is, is it possible that I do mean a lot to him? Or is he just stringing me along. Is it possible that even the most perfect girl could come into his life and he could still not want to be in a relationship?

Sorry hun, I think he’s stringing you along...if he won’t commit now he most likely never will. 
I say break things off and if he truly feels for you he will beg for you back AND commit to you because he doesn’t want to loose you. 
And if he doesn’t beg for you back then go find someone who will put you first and commit to you on day 1! You deserve to be valued and respected, it seems like he just wants to leave his options open for someone better to come along

He's not serious about you and is 100% stringing you along. If you were to dissolve the relationship, he would be with someone else in a matter of days or weeks and never give you a second thought.

I was with someone like that. Wanted to do all the bf/gf things together but not officially commit (which he knew I didn't want just "fun"). After I cut it off with them he started officially dating someone else. 🤦‍♀️
