What are things you ladies do to get your husband in the mood?

I already dress in sexy outfits, I give him blowjobs each time I initiate sex. I basically will lay there naked most nights hoping he will start to feel on me. He's not into toys so I'm not able to utilize any of that. I have talked to him about wanting to feel wanted more and each time he tells me that he'll try harder but it maybe last about a week and then things go back to only me being the one to initiate. If I stopped initiating sex we probably would only do it once a month or once every 6 weeks.
