Baby scratching bad

I feel like a terrible mother. I was nursing my daughter and was on my phone and didn’t realize she was scratching her cheek (where her eczema is) and made herself bleed. When I looked down her entire cheek and mouth area was covered in blood. Like I mean COVERED in blood. We have her on two ointments for her eczema and some days it looks like it’s almost gone and the next morning it’s bright red and raw again. It doesn’t help that she rubs her cheek as soon as we apply the ointments. We wait till she’s asleep to apply them so she doesn’t touch it but she still will. Idk what to do. I feel terrible that I can’t seem to help her.
