Baby not wanting to sleep in bassinet

My baby is 16 weeks old, and she has always been a pretty good sleeper and has never given me any trouble with sleeping in her bassinet. I usually feed her then rock her then lay her down and usually she’s out for the night. But the past few days she has been waking up as soon as I put her down. She will start grunting and kicking her feet and tossing and turning and then she’ll start crying. I’ve tried giving her a paci but that doesn’t work. She will stop and go back to sleep as soon as I pick her up but the process starts over every time I put her down. Is this part of the sleep regression? How do I get her to sleep in her bassinet ?
