Should the Roman Catholic Church or the Pope somehow be charged for the deaths of Indigenous children?

Not church members that have nothing to do with it, but the Pope or any members higher up that are still alive and had a direct influence on residential schools?

I just can't feel okay and I'm sure Indigenous families cannot feel okay until someone is held responsible for the deaths of all these children. The order to kill all these children obviously came from somewhere.

Many of the people who actually worked in these schools and committed the murders are probably dead by now themselves, so who should the penalty end with? I know they're trying to collect money from the Roman Catholic Church for survivors but to me money doesn't cut it.

You can't murder thousands of children and then just pay some money and be done with it.
